Great explosive kunai not having extra base damage at max level

After recently having the explosive kunai technique leveled to it's max level, when i tested it there wasn't a base damage increase as the description says.
Steps to reproduce issue:
1. use max level great explosive kunai technique
2. check damage dealt
3. notice it deals 1 dmg instead of 24 in the description
