Remove fans from the game and replace them with Wind Pipes

It is clear that bubble pipe is never going to get a nerf and that Leaf is never going to get a weapon unique to them. With this being said, I think that fans being used as a projectile isn't fair so let's just throw the concept and items of fans in the garbage altogether and replace them with Wind Pipes/Flutes. Every melee deals a homing within 5 tiles. Tysm.
