It should be balanced, but if a level 100 fights a level 10, the level 100 should be obviously at a much higher advantage. Just because the level 100 has better items, jutsus, etc doesn't make the game un-balanced.

I can't understand half of that, but yes I think this game is having Faction's implemented further in. I don't know if the factions will be from the Anime or they will be Kage created. And Raid-able zones, to be honest I have no clue.
