I've see in done ok before. Just a bunch of one hit NPCs that serve as a distraction. It could be  a good justu if used in that way.

Agreed. It needs a decent cooldown time, and the number you can create needs to be managed.

As with this and other secret Jutsus. I will make sure that the rarity of the scroll is so rare, you would be crazy to not sell it for Ryo instead.
