16 Palms Evolution

Hey i had a curious question about the jutsu 16 palms/suggestion

At max level does 16 palms Evolve into its better form?

If not i feel like we should allow it to what do you all think?

I'd be completely for this if the current meta of gf wasn't already horrid enough, can't imagine adding more dmg output to it.

32 palms is locked as a GM power for the Advanced we are not getting.
